Mapping the way to development

22/10/2009 // The workshop ”Geographic Information for Economic Development” that took place in Chisinau between October 15-16th 2009 marked the closing of the 3rd phase of a larger project - Moldova Ortophoto - with significant impact on the land sector in Moldova.

This project has been developed and implemented by the Agency for Land Relations and Cadastre of the Republic of Moldova in cooperation with the Norwegian Mapping and Cadastre Authority (Statens Kartverk), as part of the Norwegian bilateral assistance programme for Moldova. This programme, amounting to approximately EUR 3 million per year, contributes to Moldova’s reform process in human development, poverty reduction, rule of law, and protection of human righs and the environment.

The Co-operation project between the mapping and cadastral services in Norway and Moldova started in 2006. As a result photomaps were established for the whole territory of the country providing up-to-date information on land to be used in planning, environmental monitoring and infrastructure improvements, construction etc. The photomaps are currently in wide use in the public and in the private sector, assisting public authoritie in daily work.

In his opening remarks, HE Mr. Øystein Hovdkinn, Ambassador of Norway to Moldova, expressed his satisfation with a view to the positive impact of the project as well as with the good co-operation between Moldova and Norway: “This has in other words been an excellent example of successful cooperation between Moldovan and Norwegian experts. Succesful not least because it can show concrete and very useful results for wider sectors of the Moldovan society.”
Mr. Øystein Hovdkinn also informed the audience that due to a fundamental lack of up-to-date line maps in Moldova to satisfactory support registration of properties and other land related activities, the cadastral Norwegian Moldovan project will continue. The Norwegian Ministry of Foreign Affairs has recently decided to provide approximately € 1mill.  -  for a 2 year project “Moldova - Line Maps for Development”, which will cover 20% of the territory as a pilot area. With this last funding decision, Norway will - when this last project has been finalized - have contributed a total of more than € 2 mill. to the mapping of Moldova.

The cooperation within the frames of the Ortophoto project is a good exemple of Moldova’s orientation towards a better-functioning and developed country determined to be soon part of Europe.
